    Action has been temporarily halted on both the financing plan for an underground parking structure on lot 10 and an increase in parking fees, Chancellor Henry T. Yang announced last week in a memo.
    Citing a recommendation from his new Special Advisory Committee on Parking, Chancellor Yang said "there will be no action taken on parking permit fees until the committee has had time to understand and deliberate all of the pertinent issues, consult with the campus, and make a recommendation to me on permit fees."
    Estimating that the process could require "up to five months," he removed the lot 10 structure's finance plan from the agenda of last week's meeting of the UC Board of Regents. Yang also promised "there will be no increase in parking fees in January 2002."
    Design will proceed on the new parking structure, which is linked to the fast-track project on the same lot to house UCSB's part of the California NanoSystems Institute. However, the advisory committee is expected to review design elements.
    In addition to previously announced Chair Gene Lucas, members of the committee include representatives of faculty, staff, and student organizations. From the faculty are John Doner, chair of the campuswide Parking and Transportation Committee (P&T); Hal Drake, Douglas Morgan, Bruce Straits and Bruce Tiffney, all from the Academic Senate.
    From the staff are Diana Alvarado and Tacy Costanzo, co-chairs of the Chancellor's Staff Advisory Committee; Dennis Divins, chair of Staff Assembly; and Sandra Featherstone, staff member of P&T.
    Student members are Jacob Haik, Brian Hampton, and graduate Shawn Landres.
