    Last week, the five finalists in the competition for an Isla Vista master plan moved their proposals from Embarcadero Hall in I.V. to the main lobby of the University Center on campus. The improvement schemes will remain on display near the entrance to the UCSB Bookstore until Dec. 14, according to UCen officials.
    The finalists, each of whom was awarded $10,000 to refine the plans, will have a site visit and briefing on Nov. 29. Their completed proposals will be resubmitted on Feb. 12, 2001. After a 10-day public display, the jury will offer its recommendations and the designs will go to the cosponsors--UCSB, Santa Barbara County, and I.V. Park and Recreation District--for the final judgment.
